iPhone 4 16GB - NO SIGNAL/ NO SERVICE faulty spairs and repairs ?

iPhone 4S for spares or repairs no service and no signal, no returns the phone was a family members but they lost it so got it blocked when found we tried to get it unblocked but no luck so this is for spares or repair only! The phones on its own with charger & earphones no box
